when Trotsky was speaking and winning the crowd stalin protected him to the extent he sent people into the crowd to stab those who where heckling ( also remember stalin thought trotsky a risk and had him removed too )

then later made it law you could not oppose what the leaders said , that was being a counter revolutionary and you where re-educated ( or executed )

the penalties will come by later and get harsher and harsher the more the risk of people fighting against them grows

later they'll not speak in public but only in front of trusted crowds so there can be no dissent

and anyone who does dissagree will be dealt with off camera
