I bought this at a flea market last month just because I thought it was interesting and there wasn't much else there worth buying.
Just curious as to what you guys think about it to see if you come to the same conclusion as I did.
I did try to find out something about "Russ Kunkle" from Indiana PA since I live about 30 miles south. From what I could find he owned a gun shop there that seems to be closed now.

Looks like they cut the neck off and epoxied a normal .30 cal round into the BMG case. Hence the ring in the middle of the shoulder.
Someones already tinkered with the extreme necking down of the BMG in the 17-50BMG or 17 incinerator. Talk about a funny lookin cartridge.. Barrel burner for sure!

How can all that powder (power) go through that small hole ??
Well funny you mention that.. It doesnt.. Thats exactly why barrel life in measured in boxes of ammo with it. From what I read on it the velocity is somewhere around 5000 fps with a 20 gr bullet, which sucks considering youre burning 250+ grains of 28 dollar a pound powder per round. which effectively yields somewhere on the order of 28 rounds per pound give or take a round or 2. so thats a buck a round just in powder.. and youre rebarreling by the time youve developed a load for it..

Wow, and the bullet survived ??
Yeah. they run it thru a slower rifling twist in order to keep the RPM from ripping the bullet apart.
