      I hate PMs so I am not sure I am doing this right, but I will try to answer.

      The "license" to deal in NFA firearms is not really a license, it is a special occupation tax stamp (SOT) which is added to the normal dealers license.

      AFAIK, you can get a Class 3 SOT stamp to deal in NFA firearms even in states which ban MGs for individual possession. A "class 3 dealer" can buy and sell other NFA items (silencers, short barrel rifles, etc.), so BATFE will issue the tax stamp even though the state bans private MG possession. He/she could also sell MGs out of state or to authorized persons or organizations within the state, like police departments.
