Try Military Heritage (www.militaryheritage.com), a Canadian outfit. Bought a Brown Bess repro from them some years back. It was made in India, not the greatest quality, but not the worst. Flash hole wasn't drilled in the barrel, allowing it to be shipped to Alaska without them having to jump through all sorts of Canadian firearms export hoops.
Here's another semi custom parts set from Pecatonica River, I try not to call these kits because you can't just take the parts out of the box and bolt them together like you can with a factory made kit like the one from Traditions, you will need to drill, tap, shape and inlet before you can put them together.
The folks at Pecatonica are really decent to deal with and that price isn't bad considering what you're getting.
