Shipping gun parts to CA is considered export and can not be legally done without an approved export permit. Gun parts are considered "Implements of war" and need to be approved by the State Dept.

I escaped from MA after 29 years so i can say with confidence that the 37mm launchers ARE legal in MA.

The laws that regulate any 37mm launcher are those of the US Coast Guard for use as a flare...

When you own a NFA/Title 2 item you do NOT up your 4th amendment right! The only type of inspections i have confirmed (i.e. not internet rumor) are like Alpo described....

At a federal level you need to be 21 to buy a NFA item from a FFL. If state law allows it you can purchase from a private party in state without going thru a FFL.
