I have a Ruger M 77 in .22lr. I have also had a lot of people tell me it won't shoot.
After we go out shooting they have a different story though.:)

You can get an Armalite AR 50 for about $2500 or mabye a little less.
I think if your lookin to go 1000 yards, that is a pretty conservative dollar amount to get there.

Our range has about 300 acres of land. They have youth hunts during the deer season.
We have:
4 100 yard ranges
1 500 yard range
1 300 yard range
1 50 yard pistol range with some inside...

I know a guy who had one break in his AR-15. I'm not sure if it was wore out or what. He tried everything to get it out and failed. He ended up taking it to a gunsmith.
Not sure how he got it out...

I have an AR 15.
I understand that aint PC in CA. If your going with a lever action, I would agree that Marlin is a fine choice. Good home defense and fun as heck to shoot.

You can't legally make it full auto.
Even asking that question on a public forum is not a good idea.
You could learn to bump fire it. However it works better with an AR.
