As I remember, Lugers were designed for 124gr lead rounds. I tried 115 gr and found that I was having cycling problems. Takes a good bit of recoil to cycle the toggle.

I use lizzard litter from petco or petsmart. It is ground walut shells and is fine enough so that it does not stick in the primer holes. It's pretty cheap and comes in 10lb bags.

Mini-mags always work. Cost a little more, but much more reliable in cycling an auto. You and experiment with less expensive ammo and see what works, but mini-mags are the gold standard for autos.
