Based on your requirements and price limit I would suggest looking at a Springfield loaded.

There are several ways to go about this. Most of the time what is happening is the slide stop is hanging up on the plunger. Take a small screw driver and depress the plunger until you get the stop...

My procedure is as follows:

Field strip every 300-500 rounds.
Detail strip every 2500-3000 rounds.
