A civie can own a Title II conversion, this means a HK94 that was a registered sear or registered receiver conversion done prior to 1986 aka pre86 transferable.
There is no way for a civie to own...

No I don't have the case, not sure they even had the same kind of case as the M30. And my guess is also that this is a predecessor to the M30 Survival Drilling, especially given the NSKF markings....

JP Sauer Drillings...
I have a pair of Drillings that I am trying to find information on.
Both are JP Sauer, marked "JP Sauer & Sohn, Suhl", they are both 16x16x7.8mm and the serial numbers are 285XXX and 258XXX...
