Well I was put in contact with a guy that researched Joseph Zullo and it turns out no Zullo was ever executed by the state of New York or by the Federal prison system. Looks like the story is a hoax...

I'm not sure what the serial number is supposed to be, It's palendromic and is also the same upside down. Its 69096 or 96069.
