Brass changes its crystalline structure (softens) at around 450F, if you apply enough heat quickly enough to the neck area you will never get the base up to that temperature. Annealing a case...

Your process is pretty right on, except you don't need to quench brass. Quenching steel will affect the crystal structure. Quenching brass does nothing but get the case wet.

Pistol brass doesn't stretch like a rifle case will due to the shoulder. Straight cases very rarely need trimming, I've actually seen some of my .40 cases grow shorter after firing/sizing.

Are you measuring to the bullet tip or to the ogive? Measuring to the tip will give fairly substantial differences in C.O.L., your best bet is to pick up something like the Hornady bullet comparator...
