I use a multi layer system, have quick bag that is set of for fast heavy action, have bug out bag for me and each member of my family has one , total bug out gear is pre packed and can be loaded out...

if it helps, i'm 23+ years as a cop, and not just line officer, did tours in narcotics, 18 yrs swat, and I am in command staff .
Police are to clean up afterwards, rarely do we get there in time....

Gotta agree on the savage for a starter sniper rifle, but a mosin can work too. I've found that most rifles can out shoot the shooter the vast majority of the time. Start basic and build from there....
