You left out the additional mandates.

Jews need to wear yellow stars
Irish and dogs need not apply for jobs as teachers.
Any individual from a group exceeding expectations must take stupid pills.
Children of Cambodian intellectuals go to the killing fields.
Persons returning a book to he library must be told: "You didn't read that."
Any individual exceeding the academic expectations for the group to which he elogsmust report to the reeducation center immediately.
