What you have here is an example of some paranoid nut case extrapolating from some other paranoid nut case' rantings. What this is based on is an ongoing (for several years ) confab hosted by UNODA (http://www.un.org/disarmament/convarms/ArmsTradeTreaty/ . The objective of which is to include conventional arms within the current arms trade treaties that address things like nuclear weapons and missiles.
