Yes, but it isn't easy. And it's not in the hands of the later Pres. It would have to be repealed in the Legislature. Executive orders, however, can be withdrawn or modified by the next Pres., which happens fairly often. Then there are regulations ( the detailed rules based on a law), which carry the force of law, but can be canceled or modified by the issuing agency. It gets very complicated.
The only other way a law can be overturned is if the Supreme Court rules that it is unconstitutional either in part or in it's entirety.
