If it is not extracting(pulling the empty shell out of the chamber) then the extractors(this is on the bolt)(there are 2 of them) are worn out.
If it is not ejecting (tossing the empty out) then the ejector is worn out(This is on the inside of the receiver on the left side).
All 3 are fairly cheep so I would replace all .
There is 2 extractors on the bolt the left and right replace both(they work together to extract and hold the spent shell in till it hits the ejector.
Do not use steel wool on your chamber polishing a chamber is a gunsmith job.A bore brush for cleaning is all you need to clean the barrel and chamber.
The ejector is held on with a screw but the extractors are held on the bolt with pins.
If you are not familiar with doing work like this take it to a gunsmith.
Replace the extractor springs and pins when you are at it.
