Can you give us any more information on this rifle? Is there any more writing or any proofmarks on it?
Does it appear to be a military rifle?
Can you post a picture of it?
Hembrug was a Dutch military arsenal.
What you
may have is a Dutch Mannlicher Model 1895 made by Hembrug. Does it look like #3 here:

The 1918 date would be the date it was made. The gold plate with the '1-Legioen I 270' is probably a unit marking.
There's also a possibility that this is a Danish WWI Hembrug bolt carbine.
