I'm a custom rifle fan and currently shoot a Win. 70 in .308 at 1,000.

If you'd like a reasonable priced rifle that will be very effective at 1,000 yards take a look at S... Sav... SSS... Ok. Savage. There I said it.

Savage has recently introduces a production single shot rifle in 6.5-284 that comes with a heavy barrel and target stock called the 12 F Class Precision Target Rifle.
I believe that Hornady is selling factory ammo in that caliber but plan on reloading your own with the heavy BTHP's.

Also; DON'T GO CHEAP ON THE OPTICS! The scope is half of the shooting platform.

My next custom 1,000 yard rifle? Win. 70 (pre 64) with a Pac-Nor heavy barrel, .300 Ackley Short Mag. and an old Unertl 12X. Just for fun...
