Correct, the mag for the 17 will work in the 19, but not vice-versa because of magazine length, just as a mag for a G22 or 23 (.40 S&W) may be used in a G27, for example. The longer magazines, however, protrude rather awkwardly as you pointed out. That's what's called efficient engineering. There is little point in reinventing the wheel each time a new model comes out.
