not really, just means it was released, or someone anonymously leaked it illegally. Given that it is a copy I think it's the latter, likely some one needed it for verification (possibly even for his inauguration) so they transferred it, and someone copied or stole the copy and leaked it.

Edit: found the reverse it's june 6 2007, also found it was not leaked but actually requested by obamas campaign, to show that he was a natural born citizen.
