I wrote to Representative Burges asking how a person in Arizona would go about obtaining an original birth certificate to fullfill the requirements of her bill. She wrote back saying in part;

It seems that even in Arizona a person could not meet the intent of the bill as it is now written. I wonder why they even bothered to write it the way they did?
