That was the Luby's Cafeteria shooting in Killeen, Texas on October 16, 1991. then gunman killed 23 and wounded another 20.
One of the patrons was a chiropractor named Dr. Suzanna Hupp, who was dining with her parents. She left her handgun in her car so as not to run afoul of Texas' gun laws at the time and risk her medical license. While she survived, both of her parents were killed.
She went on to campaign for a "shall-issue" gun permit, which the Texas legislature passed, and Governor George Bush signed. She testified for concealed carry laws across the country. In 1996 she was elected to the Texas House of Representatives.
Th Luby's is now a Chinese buffet. Bwah ha ha ha.
