These days the government over here is mandating parental negligence by making it illegal to physically chastise children. If a parent is seen smacking his child he can be taken to court for child abuse, and social services take the kids into protective custody. All in the name of child rights. Then they wonder why kids run amok. Spare the rod and spoil the child has become anathema.
