But modern war is characterized by lightening speed and terrifying lethality. IOW, by the time the pogroms cited could even start to ramp up the "war" would be over ! so IMHO, that means this is targeting an extended state of "National Emergency" . The President can invoke said without Congressional approval. He could even suspend Congress for its duration !

Now all you have to do is ponder on the myriad ways a nefarious political organization could create a "national emergency" ! One readily occurring to my (admittedly paranoid) self is an election crisis, (i.e. where the popular vote is flagrantly bogus and contested at every level, thereby disrupting the orderly processes of government . ) preventing the orderly re-organization or transfer of power at the Presidential level.

JMO, but it seems someone might just have been studying the failure of the Weimar Republic and the rise of the National Socialist Workers Party to power !! >MW
