Default Winchester model 90 trouble

My winchester Model 90 chambered for .22 WRF will not chamber rounds. The following method is the only way I can get it to chamber a round. I load one round in magazine tube, hold the rifle with barrel pointing straight up with the inner magazine tube NOT inserted. Operate the slide and it will chamber the round. If I insert more than one round or insert the inner magazine tube it will not chamber a round. It looks like either the second round or the spring follower stick out too far keeping the carrier lever from raising up in line with the chamber. Any advise on what to look at next. I was using .22 LR is that the problem? It was the only .22 ammo I had at the time.
