At one time Cuba "the Jewel of the Caribbean" was the best place in the world for cigars, particularily in the Pinar del Rio area but years of improvements elsewhere plus the long effect of Castro's rule and other factors has taken it's toll. The sight of rusting tractors in the field isn't a good thing. Still some some real top cigars still are made there.
Investments in DR, Honduran, Nicarguan and other areas has improved quite a bit over time.
