I think the quiz doesn't know how to calculate when there is a tie.

Ha, I took the quiz, and I guess it came down to a tiebreaker between the US or Finland, and Finland won.

Sabashimon: Since this is a list of countries which engaged in WWII, Israel probably isn't an option because Israel wasn't a nation (again) until 1948.
