Default question regarding bullet proof vests

hello,

i need to know - does level IIIA in bullet proof vests, to be considered level IIIA does it have to have a balistic plate inserted in it?

ballistic plate i mean this:

eos it have to be inserted in a level IIIA to be considerede level IIIA

Yes you must have the SAPI plates.
