I found a bunch of these at the range. They are steel, so I know I can't reload them, but I have an idea I want to try, and I'd like to know what they are. The headstamp has 188 on top and 74 on bottom

I think that is the 7.62 x 54R that is used in the Mosin Nagant rifles that are popping up every where.

Since factory # 188 is STILL making them, I'm guessing that 74 on the bottom is the year of manufacture. That's certainly what it would be on US military ammo.

Correct - at least as I understand it for my 91/30 - it is mil surp ammo made in 1974. Most likely corrosive, most likely Berdan primed and non-reloadable.
