Here, the Solution offered in the cartoon, is a reality. Not uncommon at all to read someone committed a crime in order to be locked up.
My fathers brother was ( was ) a junkie. He spent most of his adult life in prison. He would go to a location where he was known, hold them up ( drugstores ), and go home and wait for the police. I asked him why, once. He said he can get all the drugs he want's in prison. As I got older, I realized it was the truth, and it's true today.
