Centrelink begin welfare ban on booze, tobacco

RENT, bills and food are in but alcohol, cigarettes and gambling are out.

A federal government trial in which Centrelink manages the money of welfare recipients began yesterday amid an angry protest.

Bankstown, in Sydney's southwest, is one of five areas where the trial is being conducted.

It is designed to help allocate Centrelink benefits so that expenses are paid.

Under the government's Stronger Futures legislation, the trials will direct money from some welfare recipients to pay for "priority items" such as food, housing, clothing and utilities.

The remainder of the money can be used as they wish - but with strict exclusions.

Recipients are forbidden to spend their welfare on alcohol, tobacco, pornography and gambling.

Those who take part in the scheme may also be given a BasicsCard, which allows them to shop at Centrelink-approved stores, including Coles and Woolworths in some places.

The BasicsCard is a PIN-operated Eftpos card which can be used to buy most goods and services at the registered stores.

The scheme is voluntary, but it can be made compulsory for people who are falling behind in rent and bill payments or because of child protection issues.

Volunteers are eligible for an incentive payment of $250 for every 26 consecutive weeks they stay on the program, which covers those receiving benefits including Newstart and the pension.

Centrelink social workers will decide on the compulsory income-managed cases.

A vocal group of Bankstown protesters reacted angrily to the start of yesterday's trial.

The Say No to Government Income Management coalition claims there is no evidence that income management works.

But the government said the trial was based on the West Australian model, which has been successfully running since 2008.

Coalition spokeswoman Pam Batkin said the trial could result in people having up to 70 per cent of their welfare payments quarantined through a BasicsCard.

"It is bad social policy because it further stigmatises and marginalises people who are really struggling," Ms Batkin said.

Arab Council Australia chief executive Randa Kattan said she was appalled by the legislation, which she said discriminated against vulnerable welfare recipients. ( it will stop the rort of muslims who have 3-4 wives all getting single mothers payments and the husband collecting his 75% )

The coalition members plan to boycott the trial, with support workers refusing to refer people on to the system. ( socialists are against it )

Bankstown resident Carol Carter said the legislation did not allow welfare recipients to have a say in where they shopped or what they bought. ( this is BS you just cant buy grog or ciggy's or get cash )

The other trial locations are Logan and Rockhampton in Queensland, Playford in South Australia and Greater Shepparton in Victoria.

But all in all it is the way it all will go , if you get government dollars you gotta complay to the government rules on what you can spend it on

next will be the weeding off welfare those who have broken the system or those who get busted for drugs while on welfare

then it'll be smokers drinkers and sick folks who cost too much

I'm all for excluding cigarettes booze and cash. Welfare is supposed to be family subsistance and no more than that. Food Stamps here are supposed to work that way.

ok to look at this we need to go to where it started a thing called the Northern Territory Intervention, and it was only Aboriginal folks targeted

it spread from there from no booze to no smokes to no cash at all

then opened up a huge ammount of black market tradibng , folks would buy 10 bottles shampoo as it was on special and allowed to do so , then trade the $40 of shampoo for $25 bottle of booze

now we have all these dollar stores who trade .

not a thing is being done about them

most are franchised and the top is connected to the socialists and big money

these stores will sell you milk and bread and the basics but charge huge sticker prices for the items , these prices are a front and used to syphon money off the card and used as credits for ciggys and booze

or cash and with cash they buy drugs and it all works well

its did not change anything but did provide many places for middle men so booze and ciggys all went up to match , and still it goes on

what is also banned but not in the article is tithes and other non muslim donations but zakat is exempt

it wioll stop a lot of the rorts by the islamics but it will also stop war veterans in these area's getting a few dollars cash for a couple of beers

remember this effects all those who get signed up and they sign up by area , NOT your welfare record

if i still lived at bankstown this may effect me ( but i dont)

i'd not be allowed to buy ammo , beer or beer materials ( i home brew) tools for the shop , tanning supplies , lots's of stuff and all i have done wrong is get a government pension ( army ) and live in a area where there is so much scamming and rorting ..

yes we do need these things to pull people into line

but i think it needs be applied to those who cross the line , not broad base

i do smoke ( i shouldnt but i do) i get a pension i also am allowed to make a livingon top of that , my pension is mainly for period of service so that part dont change , i get a bit extra for a 30% disability but as i earn income this drops down until i get the base amount ..

but under this law , because i live in a area the gov can take control of my spending , even though i make twice what the gov gives me , and they can control all my funds , this includes my small investments , my income from solar and hydro power , my income from hides and furs and income from the reloading school ..

now what do you think ?

good to stop the welfare freaks from being parasites , but look what it does to those who are not parasites ..

we all pay into a government scheme like your 401K's but gov run ..

we get that back when we retire with interest

its our own money if your not a welfare parasite

but because its paid out to us by the gov its treated as welfare .. and the rules apply

Alcohol and drugs are being bought here with the food stamps. The holder sells x amount of food stamps for a lesser amount in cash. They get their drugs and booze. The victims that are left holding the bag are the kids. No clothes and no food.

Daddy and mumsie are getting drug and high with food money, and the kids turn to the streets for help.

I see and understand your point. But the picture I painted is everyday life here. It needs to stop.

The store owner better not get caught doing this. A guy I work with had a brother that owned a small food store. They caught him giving cash for food stamps. The FBI set him up once they found he was doing this.

He almost went to prison. He got a big fine and now is a convicted felon for the rest of his life. Now he is deep in debit and lost the store. The government is not looking the other way on this anymore. If you get caught you will pay.

around here, and back up north the scam was you take your buddy to the store and buy his or hers food with your ebt (food stamps) card, then they just give you the cash for it. easy way to get your 18 pack for the day. wtf do you need a job for when they pay your rent, utilities and give you a few hundred for food. even your medical is covered.

Welfare was supposed to have time limits, but the women around here just keep spittin' out babies and the time limit gets "reset"..

We had renters next door for awhile, and I swear they had enough kids to start their own baseball team!

None of them knew how to clean up after themselves. I'm glad they're gone.
