Two boys, the cop, and the dog cart

Two young boys are sitting in a wooden cart that they have harnessed to a very large dog.

A passing policeman stops and says to them. "You can't hitch a dog to a cart like that, it’s cruel to the animal."

Then the policeman notices that one of the boys is holding one end of a string; the other end of the string is tied around the dog's testicles. "No. No. No. You can't tie a string around the dog's testicles, it’s inhuman!"

One of the boys says to the other: "What’s he talking about? What’s testicles?"

The other responds: "I think he's talking about the accelerator pedal."
