Since it was Phoenix, I'm surprised he wasn't shot. I can see a person driving a car not stopping to shoot, but a pedistrian would have time and opportunity.

If I were the first responding cop, that man would be dead. Also, there is no guarantee that the cops will arrive with any kind of time frame. That is why citizens should be carrying and that is why that fool should have been dead long before the cops showed up.
