I have a walther ppk 7.65 Ser #117916 made by Interarms. It has the following words written on the barrel. MANUFACTURE DE MACHINES (manurhin) DU HAUT-RHIN. Made in France. It has black grips. It came in the original box with instruction and safety manual. Can you tell me when it was made and what it is worth... Thank you.

It sounds like a Manurhin instead of a labeled PPK. It is post war, imported by Interarms. Manurhin manufactured most of the post war Walther PPs and PPKs, shipped them to Germany for final fitting and proofing, and etched with the Walther names and address, however, Manurhin sold some under their own name. The serial number dates it from 1961 to 1985. Yours was made prior to 1968/70. After 1970 they were assembled /made in the U.S. under license to Walther. After the 1968 GCL went into full effect {1970} only the PPK/S had enough points to be imported ( with a few exceptions for LE personnel )
