I know Ruger offered the Blackhawk in .30 Carbine years ago did they ever make a semi-auto pistol in that caliber?

Ruger did not. There have been a few autopistols in .30 Carbine...

The Kimball (long defunct and quite collectable)
AMT made one of the AutoMag series in .30 Carbine (AutoMag III, I believe)
Either Iver Johnson or Universal made the "Enforcer" which was just a cut down carbine.

Ruger still makes the 30 Carbine Blackhawk, catalog # BN31, 7.5" barrel, $415 retail (although $325-$350 is the going rate).
Hunt. Kill. Repeat.
