The congressional record has reported savings of 42% on paper as the average use of "ahhhh" and "and ahhhh" in a sentence has dropped 78% in the senate. Boston Mayor Menino has had to ramp up his public appearances to make up for the drastic reduction in incoherent speech in Massachusetts. Asked to comment Menino declined comment just saying "he was horse".
