I have a friend that has an Handy-Gun 410-12mm with 1866 printed on it. It is in excellent condition. He also has a Federal permitt with it. He is looking for a value on it. Possibly sell to collector.

With papers - these can sell above $2K, but more realistically in the $1.5K range - your friend needs to connect with the "right" person to achieve this value - but it can be done. There is a "papered" H&R Handygun offered on one of the on-line auction sites, currently, with a starting price in excess of $3K - with no takers.
The number 1866 is the serial number - not date of manufacture - the Handy Gun series was in production from circa 1924 'til 1934, when the NFA put a restriction on ownership.
