HB 817 Gets Committee Hearing.

This bill is scheduled for a hearing at 10:00 A.M. tomorrow, June 12 in the Senate Judiciary I committee. Urge all members to support HB 817.

[Analysis] HB 817 would eliminate the requirement to undergo redundant background checks for pistol purchase permits or the NICS check when purchasing a handgun for those holding a current and valid Concealed Handgun Permit.

[Background] Per Article 52A, G.S. 14-402, persons who purchase handguns must first obtain a pistol purchase permit from the sheriff of the county in which they reside. After a criminal background check compliant with the Brady Law, the sheriff issues a paper permit, which the buyer submits, to the seller when buying a handgun. HB 817 would only eliminate redundant criminal background checks for concealed handgun permit holders who have already undergone more stringent SBI and FBI background checks under Article 54B (“Concealed Handgun Permit”) of the North Carolina General Statutes.

Dear Senator:

HB 817, “Gun Sale Legal with Concealed Handgun Permit”, is being given a hearing in your committee. I ask you to fully back this excellent measure.

The current system of redundant background checks is unnecessarily cumbersome. As you already know, HB 817 would save our valuable law enforcement resources, both money and time, by removing the silly requirement of checking the background of individuals who have already undergone more stringent checks in obtaining a concealed handgun permit.

This would in fact increase revenues for local sheriff’s departments. Currently they charge $5 for each permit; however, each local sheriff nets $45 from each concealed handgun permit. By encouraging more people to obtain concealed handgun permits, local departments should see revenues increase and overhead decrease.

HB 817 is a win/win proposition. Please give this bill your full support!
