can you change from a 270 barrel to 30-06 and is a 243 the same casing as well?

Yes, yes and yes.

They are all based on the 30-06 case, therefore, have the same case head. This means the bolt face will be the same and the magazine well will accept the same length case. Your .243 would require a block in the magazine well.
