Has anyone heard of .22's that have either no powder or very little powder or something like that that doesn't make noise when you shoot it?

Eley subsonic are prettty quiet, but not totally. I use them for Tree Rat hunting.

yeah they use just a primer.

There are several types here at the Aguila ammunition page. I have used both the Colibri and Super Colibri and from a rifle there is no sound.

We fielded a 12 gauge round of that type in VN, and a revolver made from a Smith N frame for the tunnel rats. Both rounds were very quiet. The QSPR wheel gun was particularly impressive, but the 12 gauge would have had wider application had it been on hand early enough.
