I don't know (never heard of one before), but that looks really neat. Could you give some dimensions on that, and maybe show it on the rifle? Maybe I could make something like that for my gun. That'd be cool.

These are hard to find and not found for sale all that often. Clearly, the leather laces on your action cover are new replacements. If you list it for auction be sure to mention the replaced laces. I think some Krag collectors could bid the price up rather high.
