Are the .32 S&W & the .32 S&W Long safe to fire in a .32-20 revolver (Colt Police Positive)?

It's not a good plan.
Base dimensions of a 32/20 are .354. Same area, on a 32 S&W, is .337. That's a lot of difference. Brass will probably rupture. The pressures are low enough that, if the brass does not rupture, it will not hurt the gun. The bullet is the same size, so that's not a problem. But if the brass ruptures you have hot gases flowing, in a revolver chamber that is open at both ends.
