Since it doesn't work to blame Bush, anymore.

In other words, Senate Leader Harry Reid (D-NV) is full of it when he blames Republicans.

Sadly, the Senate Republicans cannot take credit for this. Since they are a minority, they were forced to rely on the common sense of the Democratic majority to flush this turd down the legislative toilet.

Obama uses this tactic because it works. His "scapegoat" rhetoric resonates very well with demographic groups who have been trained to fault others for their own shortcomings.
