But does it mean that, in Russia? Different cultures do it differently.
In South America, the two-fingered "Peace Sign" means "_____ you". Tricky Dicky could not understand why, when he got off the plane down there, doing Peace Signs with both hands, the crowd got ugly. In England, you use the first and second finger, pressed together, showing the back of the hand (unlike the Peace Sign which shows the front) and jerk the hand upward when showing it. Without knowing what she is saying, I wouldn't say she was flipping him off.
