I think that less than 10% of our Congresscritters could have solved the problem even if this was an acceptable solution. Of the 10%, I doubt that less than 5 could extract the square root. Possibly 2 or 3 might have learned 3,4,5. That might explain their awe of scientific stupidity. The language of science is mathematics and they as a group are mathematicaly illiterate.
