I have a question about relaoding 9mm & 40cal loads with winchester magnum small pistol primers. Can I use the same powder charge as I use when I use standard winchester primers.

I would back off a tad... The difference between magnum and standard primers is that magnums are a little hotter so they will reliably ignite heavy charges of slow burning rifle and pistol powders. I dont think you would blow your gun up even if you used max charges with magnum primers using standard primer loading data but the pressure curve may just be high enough to increase the wear and tear on your brass and your firearms beyond an acceptable level. I personally use magnums in everything, however I rarely load max charges. In fact the only thing I even come close to max in is my .30 carbine loads...
