Default Former Military in VA check this out.

If you have ever been in the military and had an Honorable Discharge you can get a Veterans ID card for $10.

Mine was free at the VA medical center. All you need is your DD214 or in the case of older Veterns their discharge papers. Why get one at a DMV? Sounds ike a scam to me or a way to get one on bogus papers IMHO.
