I've seen people cast bullets and drop them on to a towel while others swear that if they drop them into water to rapid cool, they are harder.
Any truth in this? -Thanks.

No, not for just cast bullets, but if you're going to case harden afterwards you definitely must drop them in cold water right out of the oven.
And if you're wanting to know the true hardness factor you'll need to buy a Brinell Hardness Test Kit. Latigo
