If you intend to make and sell ammo you have to have a manufacterers license. FFL-07 I believe..

And its not worth it unless youre filthy stinkin rich enough to buy insurance out the arse. The liability margins with ammunitions are huge.

Yes, you need an 06 FFL.
You can learn about it here. http://www.atf.gov/forms/download/at...12-notice.html

07 is what came to my mind at first, too, but that's a firearms manufacturer (other than destructive devices). 06 is ammo manufacturer. I had to look it up.

I see that sometimes. Its because theyre trying to get paid for their time invested. They probably jumped into it not fully realizing the time requrement to reload thousands of rounds and the initial equipment costs. Folks like that quickly go out of business.

Agree 100%, and knowing a bit about handloading, if you have fired these "factory reloads" you will quickly realize they are using the absolute minimum charges with fast powders to go cheap as possible, nothing I'd care to ever use.

Taking into effect that well understood phenomenon referred to as "Gun Show Prices", its rather easily understood...
Unless you can buy in huge bulk supplies, boolits, once fired brass, primers, its still pretty hard to cut into the 'big boys' profit margins...One of the 'big box' stores was selling CCI Blazer, 9mm, FMJ, Al+ cases for about $3.75 a 50 rd box few years back...I couldnt load them that cheap. Them days are gone!

06 is for ammo manufacturing. But yes, not worth the headaches. I know some people do it under the radar but highly recomend against it
