Default responding to pm's

When responding to pm's I see this message:

You may send your message to up to 1 people at a time.
Separate multiple user names with ';'


If I can only send to one people, why do I have the choice to separate them?

Some people can send PMs to more than one. The message is default with the software; only the number changes.
